Rape - Does A Victim Provoke The Rapist?

I've heard people say this and I completely disagree with it. Although I do think that some women over-do it when dressing provocatively, I don't think that they're asking to be raped and saying something like that is justifying the rape. I think that the rapist needs to learn self control and that's what they don't have. It doesn't matter what the woman wears, any woman could be raped.
