Help, please?

I'm not sure if i'm in the right section or not. I need help restoring an old photograph.

Here is the story: A family friend has this old picture of his dad, and it is the only picture of his father that he owns. A few months back the dogs knocked over the picture and broke the glass. Over the years the picture has kind of attatched itself to the glass, so it can't be put into a new frame. My mom, asked me if I could restore it to the best of my abilities. This man is so attatched to this picture that he won't let it leave his house. Therefor, my mom had to take a picture of it with her camera. I know, I know, not the best way to restore an old pic, but I have to work with what I have.

Here is what it looked like before I did anything to it.



I am not finished with it yet, but here is what I have so far.



I know I still need to work on the face, hair, and background. That is not what it causing me problems. What I need help with is the neck and shirt. The neck is giving me problems because since this is a picture of a picture, the color and quality are all off-blalance. I can't figure out how to fix that. The shirt is giving me problems because it is hard for me to tell where the background ends and the shirt begins. It kinda blurs together for me. Can somebody please help me? It would be greatly appreciated.

I was going to suggest bring it to those stores to get restored, but that doesn't seem possible.

The right side still needs to be fixed though. I only restored the neck, and a bit of the left side.
