Always been a fan of GIF Construction Set Professional http://www.mindworkshop.com/alchemy/gifcon.html
Very easy to use.

It technically is a trial version, but the trial is fully functional forever... you just have to put up with a nag screen (at least in the version I've used)

I used to use unFREEz (google unFREEz free download and click the first link that comes up). It's a frame-by-frame animation program...... you have to save each individual frame as a .gif file and then drag the images into the window. It's really annoying and time-consuming and is pretty much dirt compared to other [non-free] animation programs like Animation Shop and ImageReady, but it's completely free (not a trial, either) and you get used to it after a while.
