I think this tutorial can go for any PSP versions.

1. First, open up a picture that you want to put this effect on. I choose a picture of Christina Aguilera:



2. Go to Image>>Decrease Color Depth>>2 Colors(1 bit). Put the settings I have below:



Now the image should look like this:



3. Click the Pan Tool (A) and copy the image.

4. Go to Edit>>Undo Decrease Colors to 2. The image should go back to looking normal like it was in the first place.

5. Click the Pan Tool (A) again and Paste As New Layer. The image will look grungey.

6. Go to Layers>>Duplicate.

7. Go to Raster 1. Make sure to go to Raster 1. Then go to Adjust>>Blur>>Motion Blur and set the settings as below:



Don't worry if the picture doesn't change. You'll see it after the next step.

8. Go to Copy of Raster 1. And once again, make sure it's Copy of Raster 1. Then go to Adjust>>Blur>>Motion Blur and set the settings as below:



Now your image should look like this:



Now, all you have to do is adjust the opacity for both the Raster 1 and Copy of Raster 1 from the Layers section.

I messed around with the opacity and this is the final product:
