In this tutorial, you'll learn how to make something like this:

1. After you have your Paint Shop Pro opened up, create a black backgrounded image the size of your choice. I used 300x300.

2. Click on Background and Fill properties, the 2nd box of the color palette. Go to gradient and set it to black-white. The style should be the circle and click on invert. Press OK.

3. Click on the rectangle selection and select ellipse. Make them various sizes. Try different sizes, the effects will vary if you do. It'll turn out to look something like this:

4. Then, go to Effects>>Artistic Effects>>Chrome. Set the Flaws to 1 and Brightness to 0. Click on Use original color.

5. After you've done that, duplicate the layer about 7 or 8 times. You may not need all of those layers, but it's good to make sure you have enough.

6. On Copy of Raster 1, go to Effects>>Distortion Effects>>Twirl and you can mess around with the settings. Here's what mine looks like(I used 700):

7. Go to Copy (2) of Raster 1 and do the same thing as 6, but set it the opposite. So I did 700, I'm going to set it to -700.

8. For all the others layers, go to Effects>>Distortion Effects>>Wave and set the settings to anything you want. Then, set the blending modes of ALL the layers to lighten,

9. After that, you can merge your layers. To colorize, go to Adjust>>Hue and Saturation>>Colorize and colorize your image.

This is my final result, also shown on top:
