Adobe Photoshop 6+

I used adobe photoshop 6 for this, but it will work in higher versions.

1. Make a new document, 500 by 400 with a white background
2. Make a new layer (ctrl+shift+i)
3. Take the rectangular marquee tool and make a thin rectangle going vertical



4. Take the gradient tool, and put the settings to this



you can change the color to whatever color you want

5. Make a gradient in the marquee



6. Deselect, and then right click on layer 1 and go to blending options
go to stroke and change the color to black (#000000) and change the pixels from 3 pixels to 1 pixel, outside



and there you are, you can use it for anything you want

I made it into a frame and put a picture of my dog in it
