Any Version of Jasc/ Corel Paint Shop Pro
Difficulty: 1/10

Step 1
Open up any picture, I'm going to use this flower one.

Step 2
Click on the selection tool located at the toolbar. . Now click on the Custom selection:

Now this thing should pop up, make the top & left 15 pixels and the right & bottom just subtract 15 from it.

Step 3
Go to the Selection tab and click Invert or press Ctrl+Shift+I. Now you image should have two marquee.

Step 4
Fill the inside with white, so it'll look like this.

Step 5
Right-click and copy it then undo it so you`ll have your orignal image. Now paste it as a New Layer.

Step 6
Go to Adjust --> Blur --> Gaussian Blur...
Make it whatever radius you want (it depends on the size of the image) I`m going to use 15.00

Now you`re finished ^_^ or you can make it lighter by pressing F8 and changing the opacity.

Finished Product:

thats cool. just for the record, though, the same result can be achieved by placing a picture on a white background and feathering the sides with a feather number of like..50? i personally think thats easier, but nice job ;]
