1. Open up a new 450x150 document.
2. Press D to reset your colors. Go to Filter > Render > Clouds.
3. Filter > Brush Strokes > Spatter
Use
these settings:
4. Press Ctrl + U. The Hue/Saturation window should pop up. Use these settings:
5. Duplicate that layer by right-clicking the layer and choosing Duplicate Layer. The name doesn't matter, so just press OK.
6. Filter > Distort > Glass
7. Filter > Sketch > Photocopy
8. Right-click the layer. Choose Blending Options, and change the layer's blending mode to Overlay.
9. Press Ctrl+Shift+E to merge the two layers.
This is what you should have so far:
10. Filter > Brush Strokes > Spatter. Use the same settings as step 3.
