Hi this is a pretty simple tutorial for photoshop

okay

Step 1) First you open your picture obcourse.

I have chosen this one



Step 2) Go to filter>blur>radial blur> then click



Step 3) Set the table to the folowing settings
>amount "100"
>blur method "zoom"
>Quality "best"


Step 4) It should now look like this



Step 5) Now you have to set up the brightness and contrast this is optional but it looks better.
first go to
>Create new fill or adjustment layer
>This menu should show up
>Click Brightness/contrass


Step 7) Set it with the following settings
>brightness "0"
>contrast "45"
