(1)first get your blank canvas. mine is 350x250
(2) find a bunch of random pictures with a lot of detail. bright colors are good too. you can even use the sample pictures your computer comes with. if you google search abstract, you can usually get some good ones. some of them i used are:
(3) resize all of your pictures to fit onto your blank canvas by going to image->resize, or just press ctrl-s. they can be resized to fit half the page, or just a little corner.
(4) paste each picture onto the black canvas, pasting EACH PICTURE as a new layer (ctrl-l)

get the majority of your canvas covered.
(5) now you should have an ugly chopped up screen of pictures. on your layer toolbar, adjust the layers transparency until they all kind of mesh, not so choppy. just mess around with it, try not to make them too light.
(6) now comes the fun part. hopefully you kept your google page open, because we need some more pictures. just a few. google search neon or bright or anything, but get a few pictures with a bunch of detail but you cant really tell what it is. it should be brighter then it is dark, but it doesnt
have to be too bright.
(7) resize those pictures. they can cover the whole page if you'd like, or they can cover half, or just a little. you decide. paste them all on there at once. it might look terrible, or even just look like one picture...but just wait.
(8) on those layers you just put on, go to the dropdown list on the layer palette and click on dodge.

. repeat for all those layers you just put on...NOT all of them.
(9) adjust the transparency on those until it looks awesome. now you're almost done.
(10) optional step that makes it super cool: create a new raster layer. on that, put a few paint brushes on there-stars are my favorite. then, make that layer 'dodge' too.
(11) last step! create a new raster layer. on your layer palette, instead of normal or dodge, make it say color. using the fill tool, fill in the whole thing. pretty! now you can get creative with this by filling it in with a gradient, or even painting right on top of it with differant colors. have fun with it.
