1: For this tutorial you'll have to download the Matrix font available at the following location:

2: I opened up a 400x480 Matrix code picture for the basis of the image. Then, using the text tool I typed "THE MATRIX RELOADED", making sure that the "THE" is smaller then the other two words. Here's what I have so far:

3: Right-click the text layer in the layers window and duplicate it. Then, right-click the new layer in the window and hit "Resaterize Layer". When you do this, goto Layer> Blur> Motion Blur. Apply:

4: That's it! If you followed the steps correctly, you should have an image similar to mine:
