1: Create a new document with a white background, dimensions; 500 x 100 px.
2: Hit 'D' to reset your colors and do Filter > Artistic > Sponge. Settings: Brush size: 8, Def: 9, Smoothness: 10.
3: Now to add a cloth-like texture, goto Filter > Texture > Texturizer. Leave the default settings, but change Relief to '2'.
4: Now hit Ctrl+U and change the color of your camo to whatever you want.
5: For blue camo (water), use Hue: 223, Sat: 100, Light: -14. For green, use Hue: 142, Sat: 100, Light: -58.
6: Finally, goto Layer > Layer Style > Stroke and apply a black 1px inside stroke.

Note: For black camo, don't do steps 4/5, but instead, hit Ctrl+I to invert the layer. Here's some of my results:
