This is one of the techniques on how to have an image with dashed borders.
Open up your Photoshop. Open a new document [File >> New]. Set the width to 1px and the height to 5px. Put the background to white. Zoom into the file and select the pencil tool. Fill 3px of the image with black. Then, open a new file with 5px width and 1px height, background white. Zoom in and fill 3px of the image with black.
Select one of the images and then go to Edit >> Define Pattern. Click okay and close that file. Then select the other and go to Edit >> Define Pattern. Click okay and close the file.
Now open up your image.
Select the Rectangular Marquee Tool [it looks like this :

] Go to your image and select a very small portion of it at the left side from the bottom up.
Now hold the Shift key. This will allow you to select more than one area. Select the right side of the image from the bottom up.
Now right click the image [without deselecting] and choose fill [or go to Edit >> Fill].
If you are doing the left and right sides of the image, select the pattern that`s 1px wide and 5px tall. If you are doing the top and bottom side of the image, you select the other pattern. Set the Opacity to 50%. Click okay.
Deselect. Now select the top and bottom just like how you selected the left and right side. Then fill with the other pattern.
Then you`re done.

In the future, you can use longer strokes for the dashed patterns.
