I dont get it..
i made one but the purple part shows..

Purple? I dunno if you're supposed to have purple on it. That's kind of part of the original banner I made.

Maybe when you resized the canvas, you didn't use the same dimensions as your original document.

after i moved the layer down in step 11, and got it tweened, after the 31st frame (since u said to delte the last frame) it will start from the begining again.. so the animation would look like snow falling but then after the 31 frames are done, the next one will start to the begining frame which is all the way on top. so my animation looks like the snow is falling down but starts back at top and snow falls down and starts back al the top repeatedly.

It sounds to me like you didn't copy and paste two of the same exact snow layers on top of each other. (That would be steps 4-9; 4 specifically copies the snow layer, and 6 specifically pastes the snow layer.)
